Prime Minister Garry Conille is making significant strides towards establishing a robust and streamlined public administration in Haiti. His recent directives and upcoming initiatives underscore an approach to harmonize governmental actions and enhance accountability within the public sector.

Ministerial Retreat for Strategic Alignment

This weekend, Prime Minister Conille will lead a crucial ministerial retreat at a prominent hotel in the Haitian capital. The primary objective of this retreat is to synchronize the actions of all governmental ministries. Each minister will receive a detailed roadmap to guide their respective ministry's activities, ensuring alignment with the overall governmental strategy. 

In preparation for the upcoming retreat, Prime Minister Conille issued an internal note on June 17, 2024, instructing ministers to be ready. He also reminded them that previous circulars concerning extravagant spending and travel, dated March 29, 2017, and June 2, 2017, respectively, remain in effect. These reminders serve to reinforce the existing regulations and ensure continued adherence.

Centralized Control and Accountability

In a move to assert total control over public administration, Conille has issued strict directives to his ministers. No minister is currently authorized to make decisions on personnel issues, emphasizing that only the Prime Minister holds this authority. This measure is aimed at preventing unauthorized hirings and ensuring that all personnel decisions align with the administration's goals.

Additionally, ministers must inform the Prime Minister and provide documentation for any urgent trips abroad. Public statements by ministers are restricted to their defined areas of activity. 

Addressing Absenteeism and Inefficiency

Prime Minister Conille has taken a firm stance on addressing absenteeism and inefficiency within the public administration. He revealed that 30% of state employees receive salaries despite not showing up for work. To combat this, Conille announced measures to exclude these non-compliant employees from the public sector. This announcement was made during a press conference, attended by notable figures such as the Minister of Justice, Carlos Hercule, the Director General of the ULCC, and the President of the Superior Court of Accounts.
